I have had the pleasure to work with Paul and Sue and their wonderful staff for many years as the former President of a large master planned community in Surprise. They were always helpful, worked with our board to find cost effective solutions, helped problem solve, and were good with homeowners. I would highly recommend them to anyone who is looking for these services. You won’t be sorry! Great company. Great people.

Paul Rubin should not manage a gas station in the middle of the desert, let alone provide management services to home owner associations. If you are a HOA trying to leave PRM for a real, professional management company, good luck. They do not follow basic requests for a smooth transition. Maybe if PRM provided better service they wouldn't be losing communities and in turn wouldn't be so nasty and butt hurt about it all. Keep up the great work, Paul! You're obviously doing a stellar job.

Absolutely the worst most unprofessional hoa ive ever dealt with. Absolute criminals with no regard to others. I hope this business fails.

I had to give them 1 star because there is no option for 0 star review. Everybody in their office were the rudest people I've ever come across. They are unprofessional and acting like crooks and that they are doing you a favor. Olivia, the office manager were just as rude as her staff!
Please stay away from this company if you can. I had to deal with them because I just bought a house this HOA company took over the previous one.
I used to love my house but after this experience, I don't even want to stay here when this company manage our subdivision.

This is a joke of a company they don't care about the propertys they manage or the tenants within those propertys. IF YOUR LOOKING TO RENT AN APARTMENT OR BUY A HOME AND PRM IS THE HOA OR MANAGEMENT CO. RUN THE OTHER DIRECTION

CROOKS! Will not take care of anything. They are con artists and won't even provide an invoice showing money owed for HOA fees. The forget the work for the owners of the property. Worst people to deal with.

You have just stumbled upon what has to be The WORST Management Company EVER! But don't just take my word for it. Read the other UNSOLICITED reviews (those will be the ones giving the appropriate 1 star reviews). This elderly and oh so Nasty husband & wife team will take your money and give nothing but headaches in return. Expect to treated rudely and harshly by the witch Sue Rubin. Seem's Ol' Sue has forgotten who she is working for! Regardless, as is clearly outlined in many other reviews, she leaves MUCH to be desired. Do not plan on even the basics of decent and trustworthy service or any issues ever being addressed as they tend to nearly nothing but laugh their way all the way to the bank. PRM takes zero pride in the little effort they put into their work and are a TOTAL Scam. One would be better offer hiring a band of passing Gypsy's to manage. They are liar's and cheater's and other's need to be warned. They are really that horrendous.

The Management leave much to be desired. Lamp posts are constantly out of order causing very dark and unsafe areas of the parking lot, "security" gates are broken and anyone can enter the property, I could go on and on. This HOA is the absolute worst I've ever encountered. Just disgusting. All this HOA wants is money. Avoid this property if you can.

HOA doesn't take care of much. Pool was closed for almost half my time there to take care of a broken beer bottle (not kidding. It took 8 months to fix). Gates were broken for over 9 months so literally anybody could get in (one was fixed a few weeks before I moved, the one at the front entrance is still broken). Landscapers idea of their jobs involve blowing leaves and debris onto the walled porches of residents. Never thought I'd see a real example of somebody sweeping the problem under the rug, well blowing the leafs onto the porch with a leaf blower. The property is aging (built in 1985) and unfixed leaky roofs are a result. Since this falls under the HOA, repairs will be slow if at all.
And still another:
When is the trash situation at Questa Vida in Tempe going to be fixed? ! This dumpster has been blocking two parking spaces for 5 weeks and has not been emptied in all that time! Management just does nothing despite it smelling horrendous and is becoming a safety hazard!

So you decide. Is this how you want YOUR property managed?
AVOID PRM at ALL costs!

Sue Rubin was very helpful in sending the documents needed for HOA approval with Envoy Mortgage.

I work with a lot of property management companies in my trade, and PRM is one of the best. They care about their clients needs, they are effecient and they stay on top of what's going on. I would highly recommend them if you're looking for an honest company to take care of your management needs. No HOA should be without them

This is the absolute WORST company!

It took over 4 months just to get them to RETURN A CALL FOR A POOL KEY.

The women who answer the phone are ignorant and rude and blame everyone else.

15 different emails were sent to Olivia, Alexia, and Susan and not one memeber of their staff returned a phone call.

In my view, One word "horrible". The good review here is from one of the owners is my guess. I did business with them for a few years before I figured out how terrible they treated me.they are clever.

I have dealt with the Rubins and PRM for at least twenty years. They work hard and are above reproach. They have handled several complicated HOA situations for us, and handled these situation in a very professional manner. Ron Shackelford

Well.after reading the other reviews, Im not saying anything that hasnt already been said year after year after year. This husband and wife duo are not only lazy but also thieves! DO NOT TRUST THIS COMPANY!

Bad, trying to get information from this company is like pulling teeth. The secretary could take a big lesson in people skills!

This company is just a big scam. I used to live at Village West Meadows years ago, and paid about $60.00 a month towards hoa fees. The property wasn't kept up the way it should have been. The 'work out' room, was closed off for years. The pool was always dirty, the surrounding gate needed major upgrading and fixing. Where there should have been grass, was dirt instead. But that's not the worst part. When lost my home in 2013. I was constantly harassed by this company for payment. They had no compassion, all they wanted was their money. They took advantage of my situation by outrageously fining me for several violations. For instance, I was fined over $100 for weeds umm yeah that's what I said. My body was literally in a state of fear and distress. I couldn't sleep because of the ridiculous fines and there was no way I could pay all that money. Long story short, the house I lost was finally bought from someone and unfortunately they had to pay the remaining fees I owed. I'm sorry that had to happen, but I definitely will never ever buy a home that has an HOA. That Sue, whatever her name is, is a beast. She's a heartless women.

These people are the biggest crooks I've ever dealt with.
They raise rates every year and the property looks worse every year. No use in complaining. I've tried over and over and over. They just ignore communication. How they get away with their tactics is beyond comprehension.
