16Way too full (definitely not adapted to be near a populous area like Sacramento), no places to park, sketchy people walking around at night, with poor and scarce lighting. Definitely not safe.
A great place to stay and rest. Well laid out. Bathrooms were a little worn, with no counter space.
It's always clean and I'm usually here once a week or so. There isn't much parking, especially in the evenings. I also notice cars that look like homeless people might be staying in, but I've never had a problem with anyone or anything.
Arrived early in the morning and saw lots of cars parked overnight plus semis. The area has some lighting although mostly around the restroom building. There were several men walking around randomly so I clipped my mace canister to my hip before walking across the parking lot to the ladies restroom. Bathroom was empty and well lit, though very messy and needed cleaning. No paper towels in the restroom. It’s okay but I had bad vibes so I didn’t linger and didn’t even take the pup out of the car to stretch his legs.
If you need a potty stop it’s okay but be aware of your surroundings.
Not very clean and I parked where there is a sign that says you can't live there. Yet there's like 4 freaking cars with ppl living there didn't feel so safe. Chp or SO please take care of this.
I pulled up and getting ready to get out I noticed several men spaced out. They started walking towards a young woman that was coming out of bathroom. Then her mom came out and the men all sat back down. I ended up leaving because it felt very unsafe.
Bathroom was marked closed when infact it was open. Not funny to do to someone.people who work there should not be doing that.

California Flag is wind tattered and needs to be replaced dispite the falic graffiti the toilets at least flush.
I felt safe here, I'm a young lady traveling for work and had to stop for some zzzzzs. Not bad at all. Restrooms were clean. Travelers were respectful to others. Remained quiet. I like rest stops. I appreciate having them available for traveling.
Excellent rest area clean and safe the CHP frequently used this and they are always very good at exercising discretion and not going through the process of making a deal of something that is not a major issue. Sleeping in the area is safe and I have not been hastled for it. But I always felt that I was not going to be bothered by some vagrant either. So.
This used to be a nice rest area but lately.don't know what has happened. Was closed most of 2020 / 2021 Reopened. Then closed again. Then back open. Stopped last night for the first time in ages. Dozed off. Sometime during the night I noticed all the lights had gone out, including in the restrooms. Thought it was perhaps a power outage. Left at 5am. Came back through at 6pm and found it still dark. No way I'd go in the bathroom there in the dark. Place is creepy and doesn't feel safe.
The Wendy's served me a breakfast sandwich with cold insides cheese not even melted and the cinnabon station lady wouldn't give me a warm cinnamon roll she said I'd have to buy a cold one and warm it in the microwave (which ruins the roll)
Filled with homeless people with there garbage surrounding there vehicles. No parking spaces. Don't recommend
People are living there.
Unsafe to leave car alone.
Had to chase off person casing my truck.
Broad daylight.
9-23, After months of CalTrans "cleaning" the restrooms. Elkhorn became a BIOHAZARD, complete with Red Biohazard tape around the entire restroom building.
All you Pilots, Flight Attendance and would be Passengers will need to find an alternative rest area.
Sacramento just couldn't bother locking down a Cleaning Crew.
CalTrans has No Business doing that job and it shows.

11-15, CalTran closed the rest area down again.
