Cashier refused cash, I have a 20 gallon tank on E. Gas is 4.29 a gallon. Asked for 100 on the pump and he told me he had just come on shift and didn't have change. When in informed him change would be less than 20 dollars he just stared back at me and asked for smaller bills.

If you're going to enforce a difference between cahs and cars prices either have enough change in hand or make sure your employees can do some basic math.
