Tuscany Villas CA

I am not a resident of the place, but I do live near by. I dislike and hate the locale because of its lack of maintenance and care. I am forced to live at my location with Tuscany Village RAW SEWAGE spewing out to my area. This is horrible not only due to the smell but to the health issues this can cause, and I have mentioned it to my apartment management team but they can not get the point across of how THIS IS BAD. I am out of ideas of what to do and who to mention it to, all I want is the betterment of both of these neighborhoods but it seems that it just doesn't matter to their management team.
