I had to get my floor inspected because my vinyl floors were popping up. Jeff Emanuel came out and determined my floors were not flat and they never should have installed them on that floor before fixing it. When they pulled up my floors they found moisture and said at first that it was now a different issue and didn't want to install new for free. Jeff advised me what to do and they were going to go ahead and correct it for free again. I decided I didn't want them to do the work and they gave me a full refund. If I hadn't had Jeff's guidance I'm sure I would have been taken advantage of. It was worth every penny to get this inspection.

Jeffery inspected throughly our LVP flooring issues and his report was submitted exact at the time period he told us. He used an accurate reading technology to measure and test. He told me he will help if there’s any issue in convincing our builder about the report. We recently moved in one of homes by WestBay. We have major picking and separating issues on our most of LVP areas and moisture in our one of bedrooms. He handled his inspection very professionally. He also answered my phone call even after the report submitted. You know usually some companies don’t even respond or fade away after but he answered my extra questions very sincerely taking time to listen. Very trusty worthy! I’ve been having issues with builder and subcontractors which frustrated me a lot and made me hard to find professionals with integrity. But, Jeffery has been showing great integrity. I highly recommend him! His price was also reasonable.

This is an outstanding consulting firm. My kitchen floor had been badly installed and there were all sorts of arguments about why and who was responsible. Jeffrey made a thorough examination of the floor including technology-based fact gathering, and then provided a detailed and fact-based explanation that made it clear exactly what happened. Suddenly the controversy went away, and we were able to resolve the problem. I am not at all hesitant to give him an unqualified recommendation and if you need an expert to find out what is really going on, he is the one you should call.

Jeff Emanuel is professional, responsive and extremely thorough. We had a problem with a defective installation of a new engineered wood floor. Jeff met with us, explained his methods, performed extensive testing, and provided a detailed, fact based report that ultimately allowed us to prevail in resolving the case with the contractor. Even the contractor's inspector acknowledged Jeff Emanuel's high level of expertise, and actually said that it would be hard to challenge his results.

Jeff at Horizon is the utmost professional. We did not know him personally but we found his company when we were in need of an inspection of newly laid tile floors. He was thorough and explained what he was doing. Jeff has been incredibly helpful but more importantly trustworthy — which is a difficult quality to find today in the construction industry or really any service industry — and that is why I had to write this review.
