Worst property management ever. I recorded my 10 yr old daughter and myself being assaulted in my home by their tenant and they sent me an notice to vacate the property. My car was then vandalized by the same tenant with a hammer and they did nothing. They hire the most incompetent people to work for them. Garry Hassan is a liar and decided to no longer support me after the assault happen! Alyssa Lockhart was next and lead me on to believe she was going to handle the situation only to turn around a get a lawyer to draft my move out notice. I reached out to higher management Andrea Deadman only to be told that she was too busy to help me. Since then I have sent 3 emails that no one has responded too. I have left 3 voicemails that have not been responded too. This company is suppose to support and empower families of color but all they are doing is taking money from people. SLUMLORDS.

Since I rent in Portland and it's nit affordable, I decided to look toward home ownership and found PCRI through the Portland housing and urban development website.
The home ownership program counselors here ignored my calls and emails. I had Linda first as my counselor who on our first meeting said she doesn't see any problems with my credit etc and we could probably be moving in the Spring. She was either late or didn't show up at all to the appointments we made. Then after I asked for another counselor they assigned me Yvette. I talked to her once and she just said in an email she is waiting to hear from the lender. Haven't heard anything since. How many pf the 5 star reviews are from their own staff I wonder?

I lived in PCRI housing for three years. The home was awesome and really helped me and my young family get our feet under us while we consolidated our debt and were later able to move and purchase a home. So grateful for the opportunity they provided us.

I have been a PCRI renter for about 3 years now. When my name first came up on a list for a home rental, I felt like It was real stepping stone towards continued success in my life. This housing agency is supposed to provide housing for people like me. They are always in the local news and community touting how they serve the community in all these wonderful ways, they provide housing for under-served communities of color, and other folks who have a difficult time securing an affordable home. While a lot of this is true, they have a lot of room for improvement. First, my landlords, are very timely when it comes to sending out 72 hour notices for non-payment of rent, but when I call to find out if the rent check I turned in was submitted, they won't respond. "Hey did you receive my rent check? " No, answer, no email reply, no phone call reply. Also I asked for receipts of past monthly rental payments, and again, no answer. The house I rent is in dis repair, I have communicated with PCRI about the roof, and the neighbors trees growing roots into the foundation, but no response. Its frustrating because I have to accept however unprofessionally or the 'bullying' behavior by PCRI staff, because I can afford the rent, and so moving is not an option for me. If PCRI is telling me with their unprofessional behaviors and actions that they don't want me as a renter, well I get the message loud and clear. Housing agencies should treat ALL people of color, with respect and dignity, not just one group.

We just moved into our home; run and managed by PCRI.
I am so grateful, that in this gentrification city, PCRI is here to help.
Ever city should have an organization like PCRI.
About 13 years ago, the rents in North Portland started increasing so rapidly, we were forced out of our neighborhood, and we were practically homeless. We were forced to move far away from the old neighborhood we grew to love and to move far FAR from work, just to afford rent.
We got on the waiting list at PCRI. It took a couple years, and something finally opened up. We met the criteria they have, and got accepted.
Kimberly, Nilia, and Robert were there to help us feel safe, cared for, and like human beings. Just because we are low income, does not mean we are not a hard working human beings, who pay our rent and care about a safe and happy home. They treat us with respect and I am gratefull for that.
. I am so gratefull for PCRI. Without them, We would have had to most likely leave this overpriced city.
Keep up the great work, and may you be an example for other cities. God Bless PCRI

UPDATE.
Just more LOVE for PCRI and thier work crew. The house we moved into is very very old and very beautiful. Yet, old houses have issues. The couple issues we had so far, we called work crew, and in less than 24hours our problems were addressed and fixed!

I have lived near a property owned by these folks since 2003. The property has mostly sat vacant. This means this company is getting government funding to manage low income housing but not actually providing the housing and letting properties decline while everyone that works there still gets paid.

Maxine and her team at PCRI are some of the most dedicated, knowledgeable and responsive in the affordable housing industry, going far above and beyond industry standards to offer support and education for renters and homeowners in their programs. Keep up the good work <3

This is an organization is dedicated to helping people! The passion for equity and inclusion is so apparent in every employee. Despite some harsh comments PCRI is a group of people who work their butts off to support low income and communities of color find affordable housing. They are one of the only ones doing so in Portland, OR and I applaude their efforts!

Seven years on fair rent and a great location, they offer some amazing programs that we were lucky enough to qualify for leading us to now, First time home owners! Thanks Suzzane and Andrea and all whom came before and helped make us keep Portland our home.

The folks that are in that office know nothing about housing rule and tenant rights.i am so shocked that housing has not pulled them.they have a bunch of folks just in an office not knowing what the hell they are doing other then to get a check.the only way you can get results from them is to get a lawyer.that is what alot of people i have spoke with had to do.they claim they care but the fact that they really don't shows.so glad that my nephew and his family moved away from this company.

They are suppose to help us. We waited 6 years and they took my money and crushed my heart. I don’t know anybody without a few rental barriers. I was so happy and no one cared. My sons autistic no one cared. I was displaced and no one cared. I waited 6 years and no one cared. They are not for the black community. They’re just a prop. I’m trying to find the director. I’m so sad

Is there any real complaints on pcri here? These are complaints about people not management. They can't control everything PEOPLE do. But they could control that mildew in the shed that ruined all my belongings. Yeah they could have fixed the roof leak at 4527 NE grand when I first told them about it. Instead of five years later. Very unprofessional removal of contaminated materials. Rodents living under crawl space where 1 st time they didn't even patch up the hole removing fiberglass installation right over the kitchen area.yes the same installation infected with mold spores black mold stains and of course racoon urine contamination. Carpet mites, expired rusty water heater. Look it up failed city of Portland inspections. Then hud of course didn't do their job when I told them the place was unhealthy. Now i suffer trigeminal neuralgia from all the toxins. And finally after more damages than I can explain here hud decides to give me the section 8 voucher in a 24 hr period.how or why? Well because the same place i told them was hazard to health for five years they finally decided to move me. Well maybe it was a form of retaliation and maxine Fitzpatrick was hurt that her good name was tarnished since her and city have this contractual relationship. My place was used for many inspections to get money from Portland housing bureau but they never fixed complete the mold. 1/300 of ventilation in a house with mildew and a roof leak. It took poor Jeff 3 weeks to fix a tiny roof spot. Slimy jelly mold. I have videos. Then I had a little baby. No we can't make repairs before u bring in precious life.lets wait so the newborn breathes in all the disease were spreading. U could see the drip from the she'd leak. Look like someone threw buckets of water on walls and took a sledge hammer to it and then left. Pcri didn't remove the mildewed walls but instead patched the sledges massive holes up then covered the faulty electric panel and it was okay to them. Left the fence to decay further. Moss in roof. I could say so much. Then they move me to another nice looking newer 3 bed on lombard. Well well well. Plumbing problems out this world and decay on concrete patio rotting leaves with methane so strong my lung collapsed and I felt like someone on my chest. I didn't even do the cleaning and the person that raked couldn't finish because the little inch of leaves had so much methane that we both had to run out the front door gasping. He came down with laryngitis because of their neglect. A person I c everyday and never sick got ill. Now what? Racoons and odor from crawlspace. And that was the small problem. The parking lot would flood when it rained. I guess the other tenant didn't mind swimming to get to their cars. Where did all that water go. Well that sewage would back into our breathing space. Especially after it sat for days then rained the smell was so strong our food was tasting like sewage. What did they do give an eviction letter. I have proof their was a plumbing problem and Debbie said they weren't done with certain repairs. Quasi tried to act like he couldn't smell the sewage but he placed an odor absorber in the bathroom.some red bacteria stuff was growing in toilet bowl. Got 72 hr notice cause I exercised my tenant right to with hold my rent portion. But they were paid by section 8 the rest. The managers for five months did nothing but act like.i had to go to court and me and my family are homeless today because of pcri disregard for my kids health. I lost everything to mold. Maxine had nerve to pinch my baby cheek when we came in the office cause she saw he was sick and did she really care? NO. She cared about the city of Portland inspections and she told me how she was embarrassed at a city meeting. I was feeling the same way every day because of your neglect maxine. I asked u to replace my inheritance. U refused. U never resolved and seemed confused. All u wanted was that 20 million to build some more homes on mlk to neglect with that cheap cardboard walls my baby couldnt even crawl it was like a boom box. BEWARE.

I really think that they have no idea WHAT I have been living in. They really need to check on the people that reside in there units, because cascade management has totally neglected. I have had 3 nervous breakdown. It is obviously all about the money with them. Just because we are low income does not mean that we are not human beings just as they are.

I do not appreciate this company. They bought a house in our neighborhood and have rented it out to the same family for a few years now with no end in site. It is a exceptionally loud family who do not keep the property looking even a little nice. They always have boxes and junk all over their front porch, leave their trash cans all over the sidewalk and front yard at all times, and don't keep the yard looking nice. I have tried to say hi while walking by numerous times and they scowl back most of the time. I have witnessed them yell at other neighbors who have asked them to turn their music down or move a bike left on the sidewalk. I have contacted PCRI twice in the last two years to say something and they have never gotten back to me. When I have called the receptionist became pretty rude and short even though I was being very polite. I own my home as well and I am pretty irritated that these people are bringing our neighborhood down too.

LAME - Portland Community Reinvest Abandoned property. This "zombie home" at 5622 NE 32nd has not been maintained it for more than 10 YEARS.
It's covered in weeds, people dump trash here and pieces of the roof are missing. I've called several times and been told "it's on a demolition" list, but haven't seen any action, nor has anyone called me back. It's a hazard to the neighborhood, and should be sold, so someone can use the property. At least demo the mess, so it's not a hazard to curious neighborhood kids. How about some action here? ! I

I appreciate what PCRI has accomplished in the community. PCRI has found affordable housing to offer those that have been displaced and offered them the chance to stay in their community which in many cases they've lived their entire lives.
I am currently awaiting a unit myself due to the displacement in the N/NE community I was raised in.
The experience for myself has been a very stressful time in my life, however, PCRI and the staff has always been absolutely amazing. They greet me with kind words and show me respect whenever I contact them in regards to my position on the housing waiting list. I appreciate their efforts and hard work for the people that wouldn't have a voice if they did not exist, so THANK YOU PCRI, thank you very much. Keep up the awesome work that you do for the community.

TERRIBLE NEIGHBORS!
We had a perfectly nice quiet neighborhood until they moved a family into it that trashed the property. They ripped all of the nice (probably expensive) landscaping out within a couple months, leave garbage (empty boxes, trash bags, furniture- like mattresses) all over their front porch always, blare base from their parked car loud enough to be heard a block away, keep a pickup truck in their driveway full of trash that they only go dump every couple months and are all around very rude LOUD people. They have been here at least 5 years and it doesn't look like they need housing help as they own 4 cars, two of them being nice big SUV's and another being a newer Mercedes. The police have been to their house numerous times as well. Most of us own our houses on this street and take great pride in our neighborhood and its not like we can just move. I would have rather the house stood vacant. I have tried to have polite interactions with the family to resolve noise issues and they told me to "go live somewhere else if I didn't like it". The Summers are the worst. We have no air conditioning and use window fans but usually have to choose between blocking some of the noise by shutting the windows and baking or open the windows and be kept up by noise. I contacted PCRI numerous times and they never returned my calls or emails. I met another tenant of theirs through a friend who told me she rented from them for about 7 years even though she was making almost 6 figures! She would sublet her house out when she took long contract jobs out of town. I am sure whomever is donating money or giving them grants would rather this money go to people who actually need it, not people who own 4 nice cars or make almost 6 figure incomes. I plan to take this issue to the city planning offices. PCRI clearly needs to have stricter screening policies. It is not fair for me to buy my house with my hard earned money and then become a prisoner in my own house.

One of their tenants has a criminal history and has been harassing my family and I, as well as other neighbors, for over a year and a half. Portland Community Reinvestment Initiatives (PCRI) has done nothing in response to this despite it being against their policy to rent to someone with a criminal history. We have sent Debi Christensen and other staff members copies of the police report about the vandalism caused by this tenant (which was caught on video!), information about an outstanding warrant for the tenant's arrest, and have kept them updated throughout the past year about verbal harassment from the same tenant. They have been sympathetic at times but have done nothing to rectify the situation.
