I had a wonderful experience with NHH at their 4045 Baltimore Avenue property! Everytime I went into the leasing office (conveniently located next door), they were courteous and professional. They remembered my name and face, and responded quickly to any issue that arose. My apartment was the perfect size for my needs and maintained properly for the whole year I lived there. Never ONCE did I have an issue that wasn't resolved. As a grad student, I would hear horror stories from others about their landlords being mean and greedy. This was NOT the case at NHH, they accommodated almost every need I had. If I ever move back to Philly, I'm seeking these guys out!

Lived in one of their buildings at 47th & Chester for 4.5 years and never had any issues. The staff in the leasing office is great, Scott was always quick to respond. Maintenance crew was also timely with taking care of any requests I had.

I would give lower than 1 if the rating existed. We had two major problems with the rental.

1. A bike was stolen from behind locked doors in the lobby. The cameras installed were not checked by the office and the thief was allowed to get off scott free. Makes me wonder if someone from the rental office itself stole it.

2. The bathroom ceiling started leaking gross brown stuff and the rental office didn’t bother to fix the reoccurring issue. This put us in an environment unfit to live hygienically. They wouldn’t fix it or terminate the lease inspite of repeated attempts.

If you are moving to philly and considering living here - DONT.

I lived in their apartment for two years. Overall, they were very professional.
The only problem is they won't help tenant a bit if it is not written in the lease. Like, I wanted to sublet my apartment due to my personal issue. It was only five months left but they asked me to get a tenant for one year and five months. In my mind, they took advantage of my problem to get their apartment rented longer. In that situation, they were very rude.

Stayed with New Horizons in Philadelphia for 2 years in the same unit and had zero problems. Every time something went wrong, they had it fixed within 48 hours. Patrick was definitely the star in the front office and made everything from move in to move out easier.

New Horizons Housing has been my home for one year. During this time, they were very pleasant in helping me with my house and room. The staff is very responsive, maintenance is quick, and rent was very easy to pay. Overall, an amazing experience. Although I am sad to leave, I will definitely recommend New Horizons to my friends living close to various universities in West Philly. Laundry is close by, everyone is friendly, neighbors are quiet, the surrounding area is quiet, and it is perfect for professionals and students alike.

Everyone at the leaaing office is very professional and friendly. There is a resident portal for maintenence and rent, which is very convenient. They do regular checkups of the buildings, which is more than what some other leasing offices in the area can ever care for. They usually take care of most maintenance requests within 2 to 3 days but I docked off 1 star as their extermination maintenance was a little inconsistent. Sometimes we would get a very good exterminator who would solve our problems and sometimes no one would turn up until we contacted them again. That would be the one area of improvement. Other than that I really enjoyed renting from them.

Very fast 24-hour maintenance. Staff communicate with each other (doesn't happen in every apt company). Efficient and modern online system that facilitates communication between tenant, reception, and maintenance. Staff seem happy to work here from top to bottom. All staff members speak English (also doesn't happen in every apt company).

Front-desk mail reception is a saver. I moved here because my packages kept getting stolen at my previous apartment. Here the office receives them and texts you. So I never had to wait home anxiously for UPS all day.

My apartment was very clean and well-maintained. There was a circuit problem on my first day and kitchen had no electricity. 9 people on maintenance team came and worked together to fix it. They dismantled cabinets, took out parts of walls, pulled some new lines, then mended the walls and vacuumed all the mess before they left the afternoon of. I had electricity the night of, and the place is still clean! Most impressive.

Emergency maintenance cases they come right away even after hours, in the evening. Non-emergency they usually come the next day - pleasant surprise, other places can take 2-3 days to show up.

They help you install AC. They help to swap out shower head if you want to use your own. In the winter, when my heater wasn't warm enough, they ripped out one of the old heating units and installed a new one that's more efficient. Exterminators came once or twice without request, as preventative measure - a plus.

Living in a New Horizons property was a positive experience. It's hard to find housing so affordable in the area - we expected to have a lot of problems to deal with simply because the apartment was less expensive than most around it. But we were pleasantly surprised! We ended up being really happy with the management and maintenance crew. Scott and Pat were both courteous and easy to work with. Maintenance requests were handled punctually (I think there was only one, near the beginning of our stay, where we had to call twice). We learned the hard way to have our packages sent to the housing office instead of to our apartment building (package theft is a big problem in West Philly), but once we started sending packages to the office we didn't have any problems. Pest extermination opportunities were frequent, and the management also respected our wish to keep the chemicals minimal while I was pregnant. I would totally recommend New Horizons to a friend looking for inexpensive housing in the West Philly area.

I have been a tenant with New Horizons for over two years, and it has been a superb experience. The property manager Scott is so kind and helpful. Plus the staff at the office including Patrick are very responsive and always eager to assist with any concerns. My apartment is spacious, at a great location, has wonderful amenities (dishwasher, central air, laundromat in the basement), and an enviable location- all for an affordable price. It has been quite a treat living here. I am still impressed by the management's offering of all of this. I highly recommend this company is you're seeking affordable rent, responsive and polite management, and great location.
