This memorial outside City Hall is the first on Philly public property to honor a specific African-American. Born free in Charleston, Octavius Catto was a minister, teacher, and civil rights advocate. He was assassinated in Philadelphia in 1871. This memorial commemorates Catto's many contributions, such as his protests against segregation in education and on the railways. We learned all this and more, when taking the excellent City Hall tour.
